USA: Fulbright-Schuman Program
The Fulbright-Schuman Program, administered by the Commission for Educational Exchange between the United States, Belgium and Luxembourg, is jointly financed by the U.S. State Department and the Directorate-General for Education and Culture of the European Commission.
The Fulbright-Schuman program focuses on research and/or post-graduate study on EU affairs or U.S.-EU relations at an accredited American university or independent research center. This program is open to citizens of all 27 EU member states and US citizens with two years of relevant experience.
Please note that these grants are limited to projects dealing with US-EU relations or EU affairs.
I. GRANTS FOR RESEARCH OR UNIVERSITY STUDY:
Twenty-two awards will be made available for EU professionals, including professionals in training (decision-makers, policy-makers, individuals in industry, the media, politics, academia, and public administration) from any of the Member States for an average duration of four months to conduct study, research or lecturing in the United States at an accredited university, vocational training/professional institution providing training at the post-secondary level, or at an independent research center.
European candidates for awards must have significant academic or professional experience in at least two Member States of the EU, two years of professional experience beyond the Bachelor’s degree, and must be proficient in English.
Grants are for a minimum period of three months, maximum one academic year, with preference being given to projects of four months duration. If the applicant does not hold a PhD by the time of departure then the minimum period is six months due to visa requirements.
Grants are also available for professionals in international education administration (e.g., international exchange professionals; study abroad, or admissions officers) to work in similar offices in the U.S. Candidates are responsible for arranging their own placement and do not have to have a PhD. Grants are for a minimum period of 2 months and a maximum period of four months.
Examples:
• Dutch national and lecturer in sociology at the Uni of Tilburg, spent three months at Vanderbilt as an EU Scholar-in-Residence. He was affiliated with the Max Kade Center for European and German Studies where he focused on consulting with faculty and students and giving an occasional lecture on the EU.
• German national serving as a lecturer in sociology at Trinity College at the Univ of Dublin, spent four months at the University of California at Berkeley where he conducted research on migration.
• Spanish national and dean of the Social & Applied Languages Faculty at the Universidad Complutense de Madrid, spent nine months in the U.S. conducting research and lecturing at American Univ. and Fordham Univ. During the fall semester at Fordham, he conducted research on human rights, finished editing the 2nd edition of his book on human rights, international relations, and globalization.
• Dutch citizen and advanced doctoral student in physics at the Helsinki Univ of Technology, was at NYU and M.I.T. for seven months during the academic year. At M.I.T., she worked at the plasma science and fusion center testing and further developing the gyrokinetic full f-code Elmfire.
• French national and professor of political science at the Univ of Versailles-St-Quentin-en Yvelines in Versailles, was at Georgetown Univ. for four months during the second semester of the academic year. His research involved a re-thinking/re-organizing of borders: Post 9/11 visa policies in the U.S.
II. EU SCHOLAR IN RESIDENCE PROGRAM:
At least three one-semester awards for post-doctoral lecturing on EU affairs at selected U.S. universities. Successful candidates will be placed in an appropriate institution. Detailed information on the U.S. universities requesting an EU Scholar-in-Residence is available in December of each year from the Fulbright Commission.

• Cornell University hosted a scholar from Belgium whose home institution is the College of Europe in Bruges. She was affiliated with Cornell’s Institute for European Studies in the Center for International Studies, where she conducted research and gave lectures on current European Union challenges.
• Georgetown University’s School of Business hosted a scholar from the United Kingdom. The scholar, a professor of marketing at the University of Strathclyde in Glasgow, Scotland, conducted research and gave guest lectures on topics related to investment at the World Trade Organization.
• Southwestern University’s School of Law in Los Angeles hosted a scholar from Salzburg, Austria. The scholar, an associate professor at the Institute for European Law at the University of Salzburg, conducted research and lectured on international and comparative law.
ELIGIBILITY:
Candidates must:
-
be citizens of the EU;
-
be professionals (decision makers, policy makers, individuals in industry, the media, politics, academia and public administration);
-
have at least two years of work-related experience beyond the bachelor’s degree;
-
have a doctoral degree or equivalent professional experience and at least two years of professional experience before departure for the United States (research candidate);
-
have the necessary university credentials to be accepted into an American graduate program and two years of professional experience (student category);
-
have academic/professional experience in at least two different E.U. countries;
-
have personal qualities, a proven level of academic or professional excellence as well as outstanding records;
-
be proficient in English.
Furthermore:
-
current or retired officials of Community institutions are not eligible to apply.
-
candidates in the United States at the time of application are not eligible to apply
-
scholars who have previously held a J visa in the professor or research scholar category are not eligible for sponsorship again in those two categories for a period of 24 months following the program sponsorship end date.
-
recipients of Commission awards must travel on U.S. Government-sponsored “Exchange Visitor” visas. They may not travel on any other. Please note that anyone admitted as an Exchange Visitor to the United States must return to his/her country for two years before returning to the United States as a permanent resident, temporary worker or trainee, or intra-company transferee.
All interested candidates must complete a preliminary application in order to assess their eligibility for the program.
VALUE OF AWARDS:
A Fulbright-Schuman grant includes a monthly stipend of the euro equivalent of $3,000, a travel and relocation allowance of the euro equivalent of $ 3,000, health and accident insurance, and visa sponsorship.
METHOD OF APPLICATION AND DEADLINES:
Interested applicants should submit the preliminary application as soon as possible, together with a CV and a one-page description of their proposed project. Once accepted, applicants must complete the online application and submit 5 printed copies and the supplemental material (TOEFL scores are only needed if the particular program requires them, letters of acceptance or letters of affiliation) to the Commission for Educational Exchange in Brussels by March 1.
Please submit the preliminary application, CV and project proposal by February 1st so that applicants can complete the final forms by March 1st. By March 15th the Fulbright Commission in Brussels will need to receive your letter of acceptance or affiliation from a US institution.
Please note there were no US universities who requested an EU scholar for this award for the academic year 2010-2011.
