            Special provisions concerning the Risk-Sharing Finance Facility (RSFF)

            The indicative budgets for the specific programmes "Cooperation" and "Capacities" include 

            the European Investment Bank for the constitution of the "Risk-Sharing Finance Facility" r
            Annex III. The Council decisions adopting the contributing specific programmes will establ
            the implementing modalities under which the Commission will decide on the reallocation to 

            of the framework programme of the Community contribution to RSFF and income it generates, 
            EIB.


            The Framework programme will  contribute an amount of up to 1 billion EURO to RSFF which  
            by an equivalent amount from the EIB. It will come from the specific programmes "Cooperati
            million EUR by proportional contribution of all thematic priorities, except socio-economic

            "Capacities" (up to 200 million EUR from the research infrastructure line).

            The amount will be made available progressively to the EIB taking account of the level of 


            In order to ensure a rapid launch with a critical mass of resources, an amount of the orde
            EUR will be progressively allocated in the budget for a period up to the interim evaluatio

            framework programme, referred to in Article 7.2 of the present Decision. The results of th
